Steve Murphy

SVJR COnsulting

Steve, President, is a Certified Engineering Technologist (CET) with over 40 years of utility and construction work experience and has been contacted on numerous occasions for his technical expertise in Utility Engineering on large infrastructure projects, primarily in Municipal Access Agreement development, Guideline development, Process development and Utility Coordination.

Ed Plant

T.E.P. R-O-W Co-ordination Inc.

Ed Plant is a consultant with 44 years of work experience in municipal service and with private consulting/consulting engineering firms. He regularly consults with municipalities of all sizes in Alberta and Ontario for the development, review, and negotiations of municipal access agreements, cell tower agreements, and attachment agreements; and preparing permitting processes, policies, bylaws, and other supporting documentation. He was the national liaison for FCM’s Technical Committee on Rights-of-Way from 2015 to 2018.

Stéphane Émard-Chabot

Sicotte Guilbault Legal Services

Stéphane practices in the areas of municipal law, commercial litigation, administrative and constitutional law with Sicotte Guilbault in Ottawa. Stéphane represents several municipal clients, including the Federation of Canadian Municipalities. Stéphane has appeared on municipal matters before the CRTC, the Court of Appeal for Ontario, the Federal Court of Appeal, and the Supreme Court of Canada. During his career, Stéphane served two terms on Ottawa City Council, was Assistant Dean at the University of Ottawa’s Faculty of Law, and oversaw the continuing education programs for Canada’s judges at the National Judicial Institute.
